Jennifer Lumpkins

Research Associate
Jennifer is an experienced public health preparedness professional with a comprehensive background in infectious disease preparedness, emergency response, and emergency management. Before joining the Blue Ribbon Study Panel on Biodefense, she served as the Director of Public Health Preparedness and Response at the Association of State and Territorial Health Officials and focused on the intersection between public health, healthcare system preparedness, and emergency management. She led the Directors of Public Health Preparedness Peer Network, which provided programmatic and policy recommendations for state and territorial preparedness programs and managed a portfolio of projects pertaining to public health preparedness including capacity building for preparedness directors and medical countermeasures and dispensing. Jennifer holds a Master of Public Health (Epidemiology) from the Drexel University Dornsife School of Public Health and a Bachelor of Science (Biobehavioral Health) from the Pennsylvania State University.
